French "Caisses d'Allocations Familiales"

Motivation

The Caisses d’allocations familiales (Office of Family Assistance) are regionalized. The different regional IT development centers have repositories which differ both in terms of geography and type: data, projects, applications, requirements, etc. Hence the need to unify them and create consistency in order to:

  • optimize the administration of documentation;
  • ensure a better control of the systems;
  • encourage reuse;
  • prepare for the systems’ convergence.

Realization

The first step to build this Information System Repository (ISR) was to build the model of it. Such a model is quite specific in that it does not represent the business, nor the related systems, but the way in which they communicate with each other. Its units are concepts of requirements, projects, business objects, applications, etc. In short, it is a metamodel.

In order to establish this metamodel and to push it to a level of detail so that it enables the tooling to be developed, we began by going through the standard metamodels available on the market. The base was built with the UML standard, at least a simplified vision of its metamodel. On top of this base, we arranged metamodels such as BMM (Business Motivation Metamodel), SBVR, BPMN, SPEM… trying to simplify them and create consistency. Another objective was to take these contributions and put them into the Praxeme framework, so as to deal with all the aspects of the enterprise, both business and IT. Particular attention was paid to the relations between concepts, relations which have to conform to the dependencies between the aspects: they anticipate the derivation rules which enable you to pass from one aspect to another and cover the length of the transformation chain.

The mission led to:

  • metamodel training;
  • the information system Repository metamodel

Publication

The story does not stop there. At the same time, the French army was setting up its big project of an integrated tooling of the transformation chain. It goes without saying that the model of such an endeavor merges with the method’s metamodel, method and tool reinforcing each other. Furthermore, it was quite natural for the French army, having supported the initiative for an open method since its beginnings, to turn to a metamodel that complied with the structuring principles of Praxeme. So, the officer responsible for the national research and development center penned his best letter to make the request to IT director at the CNAF (National Office of Family Assistance). This is how the first version of the metamodel was donated to the Praxeme corpus. It is available on the Praxeme metamodel page.
This is a good example of the dynamics of the initiative and the principle of pooling investments!
